The National Development and Reform Commission recently issued the "Guiding Opinions on Strengthening and Improving the Regulation and Management of Power Generation Operation" (hereinafter referred to as the "Opinions") to strengthen the management of power generation production and operation.
It is worth noting that in the current administrative approval items announced by the National Development and Reform Commission in February this year, the item "approval of cross provincial power generation and supply plans and provincial power generation and supply plan filing" has been included, And explain that its establishment basis is "Article 12 of the Regulations on the Administration of Power Grid Dispatching (State Council Order No. 115): 'Cross provincial power grid management departments and provincial-level power grid management departments shall prepare power generation and supply plans, and submit them to the power administrative department of the State Council for filing.'
In the era of power grid integration, the role and necessity of power generation and utilization plans were not obvious, but were based on the optimal internal distribution model of power grid efficiency. After the separation of power grid, power generation plans became an administrative distribution model influenced by multiple factors such as regulatory policies, energy conservation and emission reduction, and administrative will. Power generation and utilization plans can be regarded as a product of China's era of power shortage. In theory, they have completed their historical mission and are no longer necessary A relevant person told our reporter, "Firstly, the energy-saving power generation scheduling in the five southern provinces and regions has achieved that whoever cleans up prioritizes online access. At the same time, power generation plans cannot reflect supply and demand relationships and costs, and there is no scientific basis. Efforts should be made to create market conditions for direct transactions between supply and demand sides, truly making enterprises the main players in the market and fully leveraging the role of market resource allocation
In addition, it is difficult to achieve complete fairness and justice in the scheduling of power generation plans. Due to the fact that electricity is determined by heat, the utilization hours of thermal power units in the northwest region are much higher than those of ordinary coal-fired units. In some regions, the proportion of cogeneration units is extremely high, which reflects the drawbacks of planning systems such as' running electricity generation '.
The former State Economic and Trade Commission formulated an annual power and electricity balance plan based on the prediction of the power supply and demand situation, which has been continued in various provinces and cities. Currently, about one-third of the country's regions, such as Hainan and Ningxia, have not clearly defined the management of power generation operation plans in the form of documents. The implementation of power generation operation in these regions is mostly based on the practice of previous years' power grid negotiation results, "the relevant person further said.
The person believes that if the "Opinions" are implemented in place to determine the rules to be implemented and "plan" in a standardized manner, it has certain positive significance. If Henan adjusted its electricity plan 9 times last year, the rigidity and standardization of the electricity plan cannot be reflected
The released draft of the "Opinions" added the statement that "power generation plans should adhere to the direction of market-oriented reform, gradually reduce the proportion, and create conditions for market transactions" compared to the submitted draft of the "Opinions", but did not include the specific value of reducing the proportion of plans and the time limit for reducing or even canceling power generation plans.
The person stated that in the draft of the "Opinions" for review, it emphasized that the economic operation authorities in various regions should strictly supervise the production and operation of power generation, and conduct strict assessments. However, in the released draft, the assessment mechanism was weakened, and one of the important indicators for assessment - "power generation rewards and punishments" and other economic measures for rewards and punishments were canceled. Nevertheless, with the reform of the national energy management agency last year and the dual track planned market environment, the "market" spirit reflected in the "Opinions" is too principled and lacks specific measures, while the operability of the "Plan" part is strong.
Functions need further coordination and cooperation
The former State Electricity Regulatory Commission issued the "Regulations on the Management of Grid Connected Operation of Power Plants" and the "Interim Measures for the Management of Auxiliary Services of Grid Connected Power Plants" in 2006, and in January 2009, formulated and introduced the "Compensation for Auxiliary Services" and "Detailed Rules for the Management of Grid Connected Power Plants". Subsequently, local electricity regulatory bureaus and provincial electricity regulatory offices formulated implementation rules for auxiliary services and operation management of grid connected power plants in their respective regions.
The "Two Detailed Rules" are the basis for power dispatch agencies to carry out grid operation assessment and auxiliary service management, aiming to ensure the safe, high-quality, and economic operation of the power system, and promote the coordinated development of power grid enterprises and grid connected power plants.
The "Opinions" and the "Two Detailed Rules" are implemented simultaneously, and their functions may overlap. Double assessment will increase the burden on enterprises. The above-mentioned relevant personnel believe that the "Opinions" emphasize power generation operation management, not only based on the completion of power generation, but also on the safety and fairness of power system operation
The "two detailed rules" are considered as the "system on the eve of electricity marketization", which emerged with the diversification of power generation entities and can smoothly transition to a market-oriented model. Therefore, auxiliary services did not develop with the beginning of electricity marketization. In the previous era of vertical management, countries with electricity marketization such as the United States had successful precedents of similar compensation mechanisms, The realization of full grid access for renewable energy refers to the grid access of electricity, which does not mean that the backup capacity of the grid and auxiliary services such as system peak shaving occupied by it can be disregarded. The 'two detailed rules' aim to eliminate the' aristocratization 'of power generation enterprises and achieve fair development of power generation enterprises
As long as it is a human assessment, there are loopholes that can be drilled and there is room for public relations. The implementation of the assessment method in the "Opinions" should make every effort to avoid this drawback. In contrast, except for Jiangxi, the "Two Detailed Rules" have been implemented for many years in the country, with a complete data statistics system and assessment standard process. The principle of auxiliary service compensation defined by them is "negotiated sharing" between power generation enterprises, which to some extent ensures fairness The concerns of the above individuals seem not to be redundant. "Some energy related competent departments such as the National Development and Reform Commission, the Energy Bureau, the Department of Industry and Information Technology, the Economic and Trade Commission, and the Safety Supervision Bureau in some regions can be called 'coordinated', and the multi dragon water control may cause management functional conflicts, enterprises struggling to cope with multi management, and administrative resource duplication and waste
