Reflections on the Development of New Relationships among Nuclear Power "Giants"

With the continuous improvement of China's socialist market economy system, the nuclear industry has gradually evolved from a "unified" model to a competitive model. Large nuclear power enterprise groups frequently engage in site wars, project wars, talent wars, policy wars, and technology wars. At present, there is an urgent need to develop a new type of relationship between nuclear power groups, plan for a tacit match with the main theme of safe and efficient development of nuclear power, and seek coordination with the "good voice of nuclear power" of China's nuclear power "going global".
The "competitive chain" should be vigilant. The site is the fundamental resource of nuclear power, and the layout of the site directly affects the future layout of nuclear power projects. After multiple fierce site wars, the domestic nuclear power plant sites were mainly occupied by large power groups such as China National Nuclear Corporation, China National Nuclear Corporation, China Power Investment Corporation, China Huaneng Group, and China State Power Corporation, forming a situation of feudal separatism. We should be vigilant against the "chain of competition" reactions that are easily triggered under the leadership of the integrated management strategy of various power groups, forming a disorderly competition pattern that is difficult to regulate.
The power of 'going out' should be concentrated. Nuclear power projects are located at the "bridgehead" of enterprises directly facing external markets to obtain profits. They are the core interests of nuclear power groups and the main battlefield of the most intense and long-lasting competition. Nuclear power projects belong to large-scale energy projects, and unlike fully market-oriented ordinary commodities, the government has strong guidance in decision-making for nuclear power projects. In recent years, nuclear power groups have engaged in policy oriented competition and comprehensive competition for professional talents through various strategies such as using various public relations techniques and increasing human capital pricing. This will lead to a weakening of China's international competitiveness in the nuclear power market, which is not yet mature.
The unified pile type should be accelerated. Technological innovation is the key to the sustainable development of the nuclear power industry. In order to ensure that technology is not constrained by others, the nuclear power group is developing or preparing to develop its own technology system under the guidance of integrated strategic thinking, forming diverse characteristics of China's nuclear power technology standards. According to international practice, the unification of technical standards for nuclear power exporting countries is a necessary condition for enhancing international competitiveness. Under the pressure of frequent international nuclear power projects won by nuclear power powers and the urgent need for China's nuclear power to "go global", the prolonged technological war has led to low efficiency in China's nuclear power "going global" and is prone to being taken away by international competitors for market opportunities.
At present, China Nuclear Power Group and China Guangdong Nuclear Power Group have comprehensively considered their respective technology directors, promoted integrated innovation, and formed the integrated third-generation nuclear power technology "Hualong No.1", creating a new situation for cooperation between nuclear power groups. The beginning of cooperation is not easy to come by, and we should continue to deepen cooperation, taking national competitiveness as a strategic consideration, and the healthy and sustainable development of the industry as a strategic basis. We should unify our thinking, cooperate sincerely, and actively develop a new type of competitive and cooperative relationship of "unity and independence coexist, competition and cooperation coexist". The nuclear power group should pay attention to the following points for the sustainable development of new relationships:
One is to adhere to the "dual main" drive of national leadership and enterprise initiative. Developing new competitive and cooperative relationships is a systematic project that involves multi-level governments and industrial organizations. The policy driven characteristics of the nuclear power industry have created a need for government coordination in the development of new competitive and cooperative relationships. Industrial organizations are the main body of competition and cooperation, and are also the key to the creation and maintenance of new relationships. It is necessary for industrial organizations at all levels, especially grassroots industrial organizations, to prioritize the overall situation, adhere to the concept of win-win cooperation, cooperate sincerely, and achieve a win-win future.
Through comprehensive cooperation with the group, we have implemented major strategic cooperation model innovation in the form of alliances, and established a nuclear power industry alliance, which has formed a platform foundation for comprehensive and in-depth cooperation in areas such as management system and mechanism innovation, new technology research and development, international project cooperation, and new related industry cooperation and development. The nuclear power group should actively develop new types of enterprise relationships, use industrial alliances as a carrier, and jointly face two types of resources and two major markets at home and abroad, striving for a "dual market" and win-win situation in both domestic and international markets.
The third is to adhere to the dual coexistence of "unity and independence, coexistence of competition and cooperation". According to objective laws, the new relationship between nuclear power groups will inevitably seek a balance between unity and independence, and unity between competition and cooperation. The new relationship between nuclear power groups has both rigidity and flexibility, as well as constraints and inclusiveness. It should allow for the coexistence and development of commonalities and personalities.
